According to the FIC, one of the FATF Findings on the DNFBPs (Designated Non-Financial Business Professions including Property Practitioners Business) is as follows:


  • Estate agents and attorneys tend to heavily rely on other partners in the AML chain (e.g., banks or other DNFBPs involved in the transaction) to effectively perform these requirements even where this is not allowed. 
  • Based on discussions with the DNFBP sectors, assessors believe this comes from

- a limited knowledge of applicable (amended) FIC Act requirements,

- following the removal of many exemptions applicable under the old FIC Act and

- limited supervision


The new RMCP requirement is a big challenge for most Property Practitioners to understand.


Property Practitioners will Contributes to an improvement in the state of the adequacy of their institution’s RMCP and assist the country to better comply with the FATF requirements….Property Practitioners are the GATEWAY to the property transaction process and therefore the PPRA expect each registered Property Practitioners Business to be compliant by the 15th of July 2022.
